The exposure times are quite short (down to 10 nanoseconds), they are achieved using crossed-polarizers with a Kerr cell sandwiched between them. The Kerr cell rotates polarization when an electric field is applied, letting light through.

Mrs SomeBeans won't allow me the equipment to try this myself.
